Job Title: Planning Engineer - UAE National Only

Job Summary:
The Planning Engineer plays a crucial role in the effective planning and scheduling of activities for various projects, ensuring they align with the approved Performance Measurement Baseline (PMB). This position is vital for monitoring and controlling deliverables, schedule risks, workload, and associated costs.
Ideal candidates will possess extensive knowledge of project management frameworks including Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Resource Allocation Matrix (RAM), and Project Management Baseline (PMB). Proficiency in scheduling techniques such as PERT and Critical Path Method, along with Schedule Risk Analysis (SRA), is essential. The Planning Engineer will also assist in claims management activities, including Extension of Time (EOT) and delay analysis, and conduct basic Earned Value management and variance analysis for corrective action support.
Key Responsibilities:
- Formulate the contract program utilizing contract documents, WBS frameworks, cost, and resource allocations, while incorporating relevant project insights.
- Assist in portfolio management tasks, including project requests and capacity planning for resources.
- Contribute to feasibility and strategic planning efforts to set milestones throughout pre- and post-construction phases (procurement, design, tender).
- Develop resource plans by analyzing productivity rates.
- Draft operational schedules and track project progress based on site-specific conditions.
- Create and oversee daily, weekly, and monthly planning reports and key performance indicators (KPIs).
- Communicate progress and critical planning challenges to project management, proposing mitigation strategies for anticipated delays.
- Collaborate with the Commercial team to prepare delay analyses supporting EOT and claims.
- Track delays and aid in drafting formal correspondence to safeguard contractual rights related to claims.
- Work closely with clients and consultants to prevent delays during project execution.
- Ensure quality and approval of project control procedures, schedules, cost reports, and reporting deliverables.
- Draft the Project Controls Plan and assist in developing project control procedures.
- Lead or support risk management initiatives, consolidating risk analysis and monitoring updates.
- Coordinate with Finance on target sales, budget monitoring, and invoicing.
- Facilitate contract reviews by gathering and analyzing project performance data (schedule, cost, and resource requirements).
