Job Title: Part-Time Senior Compliance Officer (SM16/17) – Dubai

Join Capitex, a premier player in the energy markets sector, as a proactive and seasoned Senior Compliance Officer (SM16/17) on a part-time basis in Dubai. This pivotal role merges Financial Crime Compliance with Regulatory Compliance, allowing you to provide strategic oversight while engaging in essential operational tasks. Your expertise will ensure our compliance standards are robust, effective, and aligned with regulatory expectations. This position begins part-time, with the opportunity for a transition into a full-time role in the future.

Key Responsibilities:

  • Regulatory Compliance Oversight:
    • Lead the creation, implementation, and maintenance of compliance frameworks that align with DFSA, FSRA, and other pertinent UAE regulations.
    • Track local and global regulatory changes affecting energy markets and trading.
    • Draft, review, and update compliance policies, procedures, and manuals as required.
    • Oversee regulatory reporting processes, ensuring timely and precise submissions.
  • Financial Crime Compliance (FCC):
    • Develop and manage the firm’s Anti-Money Laundering (AML), Counter Terrorist Financing (CTF), Anti-Bribery & Corruption (ABC), and Sanctions frameworks.
    • Conduct continuous risk assessments of business operations and clients, ensuring adequate due diligence.
    • Manage client onboarding processes, including KYC, CDD, and EDD as needed.
    • Perform transaction monitoring and investigate suspicious activities, escalating concerns as necessary.
    • Act as the primary contact for AML-related regulatory inquiries and audits.
  • Senior Management Responsibilities (SM16/17):
    • Hold senior management functions with accountability for the integrity and effectiveness of the compliance function.
    • Deliver compliance updates and reports to senior management and board-level committees.
    • Lead internal training initiatives to ensure compliance obligations are recognized and adhered to by all staff.
  • Hands-On Operational Involvement:
    • Engage actively in daily compliance monitoring, reviews, and investigations.
    • Collaborate with front-office, operations, legal, and risk teams to foster a compliance-first culture.
    • Lead thematic reviews, in-depth analyses, and targeted compliance audits as required.
  • Regulatory Engagement:
    • Serve as a key liaison with local regulatory bodies, ensuring all communications and inquiries are appropriately managed.
