Role overview
The Transportation Demand Management Program Manager is a hybrid consulting position based in Los Angeles. This role manages two established Transportation Management Organizations (TMOs): the Burbank Transportation Management Organization (BTMO) and Go Glendale. Both are non-profit groups that promote sustainable, shared, and active transportation options in their regions. The Program Manager leads these organizations, supports Steer’s Transportation Demand Management (TDM) team, and contributes to a range of project tasks.
This position requires regular in-person work at the TMO offices in Burbank and Glendale, as well as Steer’s Downtown Los Angeles office. Expect to be onsite at least three days per week.
Key responsibilities
- Lead and manage the BTMO and Go Glendale, guiding their advocacy for sustainable transportation options such as public transit, carpooling, vanpooling, walking, telecommuting, cycling, and scootering.
- Organize events and provide resources for employers, employees, and residents to encourage alternatives to single-occupancy vehicle use.
- Engage directly with employers and stakeholders to support TDM initiatives and strategic planning.
- Conduct research, analysis, and report writing to inform TDM strategies and project outcomes.
- Collaborate with Steer’s TDM team and participate in professional development, training, and exposure to peer programs and international best practices.

- Burbank Transportation Management Organization (BTMO): Founded in 1991, BTMO helps local employees reduce single-occupancy vehicle use by promoting a range of commuting options and hosting events for the community.
- Go Glendale: Established in 1989, Go Glendale is the oldest operating TMO in Southern California. It partners with public and private sectors to reduce traffic congestion and improve air quality, accessibility, and mobility in Glendale.
