This position is based in Vancouver, British Columbia, Canada, with a Hybrid-Remote work model (Tuesday and Wednesday in-office or field).
The Senior Project Controls Estimator will be instrumental in consolidating scope and cost for projects valued between approximately $25 million to over $1 billion. This role is critical in ensuring adherence to governance processes and assisting Project Managers in obtaining executive approvals throughout the project lifecycle. The successful candidate will aggregate and report on estimated project costs while developing responses to regulatory and legal inquiries related to these estimates, serving as a subject matter expert in estimation and aggregation methodologies, including risk and contingency applications.
- Collaborate with Project Management, Project Controls, Engineering, Finance, Legal, and Regulatory teams to:
- Plan, schedule, and oversee the process of gathering scope and cost data for project aggregations at each stage gate across all disciplines.
- Conduct cost estimate analyses to ensure alignment with historical benchmarks for similar projects, probing into discrepancies with estimators from various functional groups.
- Manage and organize documentation for stage gate updates and regulatory submissions.
- Perform peer reviews of project aggregations, working autonomously.
- Create Cost Estimates for new Transmission & Distribution Substations, Substation Rebuilds/Expansions, Major Equipment Replacements, Protection Upgrades/SA3, and new Customer Substations.
- Prepare scope take-offs based on Design Specifications, Meeting Minutes/Scope of Work, and Electrical & Civil drawings.
- Estimate material and labor costs using standard estimating practices for both direct and indirect costs, integrating estimates into Cost Estimating Tools such as SCMT and InEight.
- Facilitate collaboration among cross-functional stakeholders, utilizing Engineering, Cost Estimating, Scheduling, and Project Management expertise to review cost estimates and secure approvals.
- Conduct in-depth variance analysis for cost estimates at various stages of the project lifecycle.
