1. A bachelor's degree from an accredited college or university, with at least 24 semester credits in accounting, including courses in advanced accounting and auditing; or2. A valid New York State Certified Public Accountant license. For Assignment Level II, candidates must also have a minimum of one year of experience as an Accountant at Assignment Level I or at least two years of relevant professional accounting or auditing experience.

The Finance Division of the Department of Health and Mental Hygiene (DOHMH) oversees crucial financial functions for the largest local health department in the United States, serving approximately 8.8 million residents in New York City. With a dedicated workforce of around 7,000 employees, DOHMH is committed to enhancing the health and well-being of New Yorkers.

As a Revenue Analyst, you will collaborate with the Director of E. I. and a team of three other Revenue Analysts. Your primary role will involve monitoring and tracking Federal and State expenditures, ensuring fiscal accuracy and compliance.

Duties include, but are not limited to:

  • Collaborating with internal and external stakeholders to manage budget, expenditure, and payment data, ensuring timely and accurate claims processing.
  • Maximizing agency reimbursement through precise reporting of all expenditures in claims.
  • Addressing and resolving issues related to denial of claims and disallowances.
  • Working in conjunction with the Budget Administration to ensure accurate reflection of budget conditions in internal systems.
  • Providing year-end financial projections to identify potential surpluses or deficits.
  • Generating accurate billed and unbilled receivables while managing the City’s Financial Management System (FMS).
  • Conducting reconciliations, identifying discrepancies, and facilitating timely resolutions.
  • Updating monthly, quarterly, and year-to-date reports and schedules accurately.
  • Analyzing and reporting on trends in claims, spending, and revenue.
  • Ensuring compliance with all relevant Federal, State, and City policies and regulations.
  • Reviewing and presenting detailed reports for agency use.
  • Meeting all monthly, quarterly, and annual revenue targets.
  • Participating in system transitions including testing and providing constructive feedback.
