Qualifications

Bachelor's degree in Architecture, Engineering, Construction Management, or a related field; a Master's degree is preferred. A minimum of 20 years of experience in capital project/program management, with at least 10 years in a leadership capacity. Demonstrated success in managing large-scale higher education capital programs. In-depth knowledge of design and construction processes, project controls, and educational facility standards. Exceptional leadership, communication, and organizational skills. PMP, CCM, or similar certification is preferred. Preferred Skills:Experience with bond-funded programs and public procurement. Proficiency in project management software and reporting tools.

Turner & Townsend Heery is on the lookout for a seasoned and strategic Program Director to spearhead a comprehensive higher education capital improvement initiative. This pivotal role entails supervising all stages of design and construction, leading a multidisciplinary team, and ensuring the successful execution of projects that align with educational objectives, budget constraints, and timelines.

Key Responsibilities:

Program Leadership & Strategy

  • Formulate and execute the overarching program strategy, goals, and operational plans.
  • Establish and uphold program-wide processes, protocols, and standards.
  • Define and monitor Key Performance Indicators (KPIs) to gauge program performance.
  • Consult with senior leadership and stakeholders regarding program direction, potential risks, and opportunities.
  • Engage directly with clients to clarify program requirements, prepare scopes of work, define project delivery resource needs, recommend delivery and procurement strategies, and identify risks.
  • Implement governance for project documentation in accordance with company and client standards.
  • Guarantee the accuracy, timeliness, and coordination of project data and documentation.
  • Report on project status and variances, devising action plans to achieve objectives, budget, and schedule.
  • Manage the flow of project information between the team and the client through regular meetings and written updates.
  • Exhibit a thorough understanding of projects and project management in relation to business outcomes (business case, economic implications, business risks, etc.).

Team Management

  • Lead and mentor a team of design managers, project managers, and project controls professionals.
  • Encourage a collaborative and high-performance culture across all teams.
  • Provide mentorship and professional development opportunities for team members.
  • Plan and monitor appropriate staffing levels and labor utilization, including overtime management.
  • Conduct and deliver performance evaluations for staff, mentoring and coaching team members to enhance competencies.
  • Demonstrate leadership by exemplifying behaviors consistent with the company's values.

Design & Construction Oversight

  • Supervise all phases of design and construction, ensuring alignment with educational requirements and district standards.
  • Coordinate with architects, engineers, contractors, and other consultants.
  • Ensure adherence to applicable codes, regulations, and district policies.
  • Monitor each project's progress against objectives, approved budgets, and timelines.

Stakeholder Engagement

  • Act as the primary liaison for district leadership.
  • Effectively communicate program progress, challenges, and milestones.
  • Facilitate stakeholder meetings and maintain open lines of communication.
