About the Position
As a seasoned Construction/Procurement Manager, you will oversee the procurement of construction materials, equipment, and services by contractors, ensuring compliance with contract stipulations to optimize value, risk distribution, and project delivery outcomes.
The ideal candidate will possess extensive knowledge of construction procurement processes, particularly within the heavy civil, rail, and transit sectors. You will be adept at defining subcontractor scopes, managing the quotation request process, and understanding construction methodologies while utilizing local market insights to inform strategic sourcing decisions.
Key Responsibilities:
Procurement Strategy: Collaborate with contractors to develop and implement procurement strategies that align with the owner's value for money interests while balancing project timelines, local capabilities, market capacity, and technical requirements.
Procurement Process: Supervise the procurement processes employed by contractors, including supplier prequalification, scope definition, issuance of requests for quotation, bid evaluations, subcontract formation, and award recommendations.
Supplier Negotiation: Analyze pricing, contractual terms, and delivery timelines proposed by subcontractors to ensure alignment with contract requirements and value-for-money principles.
Supplier Relationship & Market Engagement: Foster and maintain robust relationships with contractors and the supply chain to enhance communication and collaboration. Engage in vendor days, market engagement sessions, and outreach activities to assess capacity, stimulate competition, and support value-for-money outcomes.
Contract Management: Review contracts, change orders, and submissions to ensure all procurement activities align with project requirements.
Issue Resolution: Work collaboratively with contractors and internal stakeholders to address and resolve any issues concerning subcontracting and suppliers to avert project delays.
