The Technical Project Manager (TPM) will spearhead modernization efforts focused on the migration of intricate, interdependent systems to AWS for a Federal client. This role demands leadership in a multi-workstream, system-of-systems modernization project, transitioning outdated SAS-based statistical systems to modular, cloud-native Python architectures deployed in AWS.
This position is a technical delivery leadership role, distinct from a conventional administrative PM role. The TPM is tasked with orchestrating modernization sequences, structuring discovery processes, enforcing DevSecOps practices, and ensuring statistical integrity and continuity across various workstreams.
The ideal candidate must possess architectural fluency, capable of evaluating technical decisions, validating migration strategies, and upholding quality and governance standards throughout engineering teams.
Key Responsibilities
1. Modernization, Discovery & Migration Planning (7 Rs Governance)
- Lead systematic discovery and system inventory across interdependent systems.
- Establish formal dependency mapping and track cross-workstream interfaces.
- Utilize the 7 Rs migration framework (Rehost, Replatform, Refactor, Repurchase, Relocate, Retain, Retire) to categorize modernization pathways.
- Develop phased migration roadmaps that align with operational cycles and provisioning limitations.
- Define sequencing strategies to avoid hybrid cloud/on-premise conflicts.
- Identify and substantiate candidate systems for MVP/prototype modernization.
- Coordinate architectural artifacts and governance readiness documentation.
2. MVP / Prototype Execution Leadership
- Establish measurable MVP success criteria (accuracy, repeatability, scalability, deployability).
- Oversee the execution of time-boxed modernization prototypes.
- Ensure simultaneous validation between legacy and modernized outputs.
- Manage regression and statistical equivalence validation frameworks.
- Create reusable architectural and operational artifacts to expedite scaled migration.
3. Agile Team Stand-Up & Delivery Governance
- Formulate cross-functional Agile modernization teams.
- Define the Definition of Ready (DoR) and Definition of Done (DoD).
- Translate architectural intent into epics, features, and sprint-ready stories.
- Align sprint rhythms with modernization roadmap milestones.
- Ensure traceability from requirements to backlog to tested release artifacts.
