The Bureau of Overseas Buildings Operations (OBO) plays a pivotal role in managing the global building initiatives for the Department of State. Collaborating with various offices, foreign affairs agencies, and Congress, OBO is tasked with establishing international priorities for the design, construction, acquisition, maintenance, and sale of real properties.
Within the Construction and Security Management Directorate (CSM), the Office of Construction Management (CM) oversees OBO’s construction efforts. This includes spearheading the coordination of contractual design activities in collaboration with other departments on design/build projects, as well as supervising construction and commissioning on both design/build and design/bid/build projects. CSM/CM provides essential management oversight and on-site construction supervision for OBO's worldwide construction program.
Job Responsibilities:
- Serve as the primary Civil/Structural Engineer, delivering comprehensive engineering and construction quality assurance and management services for OBO.
- Conduct thorough technical inspections of civil and structural work, ensuring adherence to the contractor's quality control program.
- Review project drawings and specifications for compliance with established standards.
- Ensure that all construction activities align with contract requirements and issued design documentation.
- Evaluate engineering shop drawings to confirm compliance with final design parameters.
- Monitor on-site construction to verify proper installation, forming, and execution of construction elements.
- Review concrete mix designs, witness testing, and analyze test data to ensure quality standards are met.
- Oversee the construction contractor’s quality assurance and safety programs, addressing any discrepancies as they arise.
- Track construction progress against the project schedule and submit weekly reports with technical recommendations based on field inspections and document reviews.
- Prepare detailed construction reports, highlighting progress and identifying any issues related to civil/structural works.
