The Office of Labor Relations (OLR) serves as the representative of the Mayor in all labor relations matters between the City of New York and its labor unions. The Commissioner acts as the liaison for the Mayor, engaging with both labor and private sector management. Established under Executive Order 38 on February 7, 1967, and amended by Executive Order 13 on July 24, 1990, OLR manages various programs, including the Health Benefits Program, Management Benefits Fund, Employee Assistance Program (EAP), Work Well NYC, Medicare Part B Reimbursement, and Pre-Tax Benefits & Citywide Programs. In addition to negotiating collective bargaining agreements, OLR provides essential resources to agencies regarding workforce labor issues and collaborates with the Municipal Labor Committee (MLC) to innovate City health insurance programs. OLR staff assist agencies with personnel and payroll issues, facilitate labor-management meetings, represent the City at hearings, and manage employee grievances and arbitration matters.
The New York City Employee Assistance Program (EAP) is a confidential support service designed for all non-uniformed employees of New York City and their dependents, including those from the Department of Education (DOE), NYC Health + Hospitals (H+H), the Department of Correction (DOC), and the New York City Housing Authority (NYCHA). The NYC EAP aims to support NYC employees and their families, ensuring they have the mental, emotional, and social resources necessary for a healthy work-life balance.
As the EAP Supervisor, you will be responsible for:
- Conducting initial and continuous assessments of EAP staff needs
- Providing clinical supervision to EAP Counselors, including:
o Weekly one-on-one meetings with each counselor
o Monthly clinical meetings with all EAP Counselors
o Reviewing client charts
o Conducting annual evaluations
- Delivering direct services to clients
- Developing programs based on assessed needs
- Creating educational and marketing materials to enhance program visibility
- Consulting with senior staff to evaluate ongoing staff needs
- Organizing community resources to support city government employees
- Managing staffing and scheduling of services
- Reporting directly to the EAP Deputy Director of Clinical Services.
